Course Description: This course is designed for twenty-eight (28) hours (3 Days) of classroom instruction, field instruction, written examinations, and the proficiency demonstration. Course Synopsis: The material contained within this document was created by the Texas Department of Public Safety (DPS), to use in accordance with House Bill 1069. Course objective: The On Duty First Responder Training Course consists of classroom instruction as well as field instruction and proficiency demonstrations of first responders desiring to carry a handgun on duty in accordance to House Bill 1069. After successful completion of this course, first responders who are LTC holders will receive a certificate of completion for the training course under section 411.184, Government code. Outlined objectives are classroom training in: • Self-Defense • De-escalation techniques • Tactical thinking relating to cover for and concealment of the license holder • Methods to conceal a handgun and methods to ensure the secure carrying of a concealed handgun • The use of restraint holsters and methods to ensure the secure carrying of an openly carried handgun (MUST HAVE AN LTC CARD) First responder: Means a public safety employee whose duties include responding rapidly to an emergency. The term includes fire protection personnel as defined by Section 419.021, Government Code, and emergency medical services personnel as defined by Section 773.003, Health and Safety Code. The term does NOT include: - Volunteer emergency services personnel; - An emergency medical services volunteer, as defined by Section 773.003, Health and Safety Code; or - A peace officer or reserve law enforcement officer, as those terms are defined by Section 1701.001, Occupations Code, who is performing law enforcement duties. This Certification course only applies to: (1) a municipality with a population of 30,000 or less that has not adopted Chapter 174; and (2) a county with a population of 250,000 or less that has not adopted Chapter 174.
